Corporate Services
The Corporate Services division of the Teachers Council of Malawi encompasses a range of essential administrative functions and support services vital for the efficient operation of the Council. These services include human resources management, financial oversight, procurement activities, legal compliance, and general administrative support. By managing these critical areas, the Corporate Services division ensures the smooth functioning of the Council, enabling it to effectively carry out its mandate of regulating the teaching profession in Malawi.
Departments
Finance Division
The Division will be responsible for the management and accounting of financial and material resources. Among the roles, the Division will be responsible for maintaining books of accounts, processing payments including salaries and advances, consolidating budgets and preparing financial statements.
Purpose
The Division will exist “To manage and account for financial and material resources”.
Functions
In pursuit of the above functions, the Division will carry out the following functions: –
- The provision of financial accounting services.
- The provision of management accounting services.
- The management of supplies.
- Providing guidance on ethical dilemmas and professional conduct
Establishment
The recommended establishment for the Division is as follows: –
- 1 x Finance Manager (TC 3)
- 1 x Accountant (TC 5)
- 1 x Assistant Accountant (TC 7)
- 1 x Supplies Assistant (TC 9)
Internal Audit Unit
Responsible for documentation and investigation of complaints, incidences and cases of malpractice related to teachers and tutors.
Welcome to the Investigations Division of the Teachers Council of Malawi. Our division is responsible for documenting and investigating complaints, incidents, and cases of malpractice related to teachers and teaching professionals. We are committed to upholding the integrity of the teaching profession and ensuring that all educators adhere to ethical standards and professional conduct.The unit will ensure that the Council uses resources prudently and provide assurances for the efficacy of systems, procedures, controls and processes. Specifically, it will be carrying out routine internal audit by examining financial transactions; checking accounting systems and management of material resources used to ensure that they are in tandem with the set policies and procedures of the Council. It will also be advising management on possible risks and their mitigation strategies.
Purpose
The purpose of the unit is “To provide internal audit services.”
Functions
In order to achieve the above purpose, the unit will carry out the following functions: –
- The assessment of the efficacy of systems, procedures, controls and processes.
- Conducting thorough investigations into alleged malpracticeThe conducting of special investigations.
- The assessment of prudent management of resources.
- The assessment of risks and advising on mitigation strategies.

Human Resource and Administration Division
Human Resource and Administration Division responsible for human capital management and development and provision of general administrative support services.
The Division will be responsible for the management and development of human capital and provision of administrative services.
In terms of human capital, the Division will design competitive policies, programmes and strategies that will attract and retain qualified, experienced and talented human capital. It will, therefore, be at the helm of developing and interpreting terms and conditions of service, handling grievances and disciplinary issues, recruitment and staff development matters.
As for administrative services, the Division will be involved in coordinating and overseeing office services, fleet management, property management and management of outsourced services such as security and cleaning.
The Division is also entrusted with overseeing ICT and procurement Services.

Public Relations and Stakeholders Engagement
The Unit will be responsible for linking with various stakeholders including development partners, media and shareholder by facilitating information sharing to meet Government mandatory requirement for access to information by the public. The Unit will also be attending to stakeholder enquiries, queries, complaints and claims. Beside these, it will also be responsible for corporate communication and coordination as a spokesperson for the Council.

The purpose of the Unit will be “To Provide public relations and stakeholder engagement services”.
Functions
The Unit will be undertaking the following functions: –
- The coordination and provision of communication services.
- The provision of public relations services.
- The management of stakeholder engagement.

ICT
The ICT department will play pivotal roles in supporting organizational technology, contributing to the advancement of education and professional standards in Malawi.
The ICT Division of the Teachers Council of Malawi serves as the technological backbone, driving innovation, efficiency, and connectivity within the organization. With a steadfast commitment to leveraging cutting-edge technology, the ICT Division empowers the Council to navigate the digital landscape, enhance operational effectiveness, and uphold the highest standards of data security and information management.
- Management of ICT Infrastructure: Oversee the maintenance and management of all ICT infrastructure, including hardware, software, networks, and systems to ensure optimal performance and functionality.
- ICT Support Services: Provide technical support and assistance to all staff members regarding ICT-related issues, troubleshooting, and training to enhance efficiency and productivity.
- Data Management: Implement and maintain robust data management systems to securely store, organize, and manage all relevant information and records effectively.
- ICT Security: Develop and implement ICT security measures to safeguard sensitive data, prevent unauthorized access, and mitigate cybersecurity risks.
- ICT Procurement: Coordinate the procurement of ICT equipment, software, and services in alignment with organizational needs and budgetary constraints.
- ICT Policy Development: Formulate and update ICT policies and procedures to guide the appropriate use of technology resources and ensure compliance with regulatory requirements.
- ICT Training and Capacity Building: Conduct training programs and workshops to enhance the ICT skills and knowledge of staff members, promoting digital literacy and proficiency.
- ICT Strategic Planning: Contribute to the development of ICT strategic plans aligned with the Council’s goals and objectives to leverage technology for organizational growth and innovation.
- ICT Project Management: Manage and oversee ICT projects from initiation to completion, ensuring timely delivery, budget adherence, and stakeholder satisfaction.
- ICT Collaboration: Foster collaboration with external partners, vendors, and stakeholders to explore technological advancements, best practices, and opportunities for ICT integration and enhancement.
